This paper compares the two Eritrean demobilization exercises of 1993 and 2001, and presents them in their specific contexts. The author outlines the historical background of the Eritreo-Ethiopian war; discusses the context, impact, and ramifications of the demobilization and reintegration processes; and compares the Eritrean experience to other reintegration projects. He concludes by offering a set of lessons learned as well as a range of policy recommendations.
