This Brief considers the complexities surrounding Belarus' further integration into Eurasia. The authors discuss the positive and negative factors of agreeing to integration measures promoted primarily by Russia, arguing that Belarus has thus far used existing loopholes in regional bodies to its advantage and that it will continue to do so. They conclude that while Belarus will reluctantly pursue further integration, namely for financial gain, it will find it difficult to maintain control over important elements of its economy.
