This report discusses the political, economic and social crises of Africa's Sahel region, and the conflict in Mali in particular. The authors argue that a lack of jobs, education and healthcare is drawing more young people into the criminal-political economy in Mali and that the proceeds of crime have become an important political resource. They also say that civic leaders and independent activists in Mali suggest that political dialogue and reforms are necessary if this worsening social breakdown is to be stopped.
