This report discusses the US Department of Defense's (DOD) use of contractors to support military operations, particularly in Iraq and Afghanistan. It says contractors will continue to play a central role in such operations as they free up uniformed personnel for combat operations, provide expertise in specialized fields, and enable a surge capability by delivering specific military supports. The report also talks about the future of the relationship between the DOD and contractors, and outlines a number of issues on the topic for US Congress.
