This brief addresses the transition in land tenure in Uganda. The authors argue that while the perception of tenure security is widespread among land holders, this may change. They recommend that partial and unsustained interventions should be avoided as they are prone to elite capture and tend to bring about, rather than reduce, tenure insecurity.
