This commentary examines Chinese diplomacy at the 2013 Shangri-La Dialogue and argues that China missed its opportunity to explain its policies in the South China Sea and East China Sea, and reassure the region about its intentions. The article also suggests that China could have expressed concerns about the US strategies in the Asia-Pacific, and reaffirmed its commitment to shelve territorial disputes and pursue a joint development of resources.
