This study focuses on three specific aspects of security sector reform in Afghanistan: the reconstruction of national armed forces; the creation of a police force; and the implementation of disarmament, demobilization, and reintegration programs on the regional and national level. The report assesses the progress made in the implementations of these plans, and the challenges that face the reform process at various levels. It also examines factors that have emerged in the context of the reconstruction process that have exacerbated insecurity. The author concludes by offering recommendations on rendering security sector reform more effective and productive.
