This publication discusses base conversion and demilitarization process in Central and Eastern Europe between 1989 and 2003. The author examines issues related to base conversion processes, including local and regional economics of conversion, the reintegration of former combatants, gender issues, and environmental protection. He also outlines different ways of structuring base conversion and discusses various support mechanisms, including both local funding and support from outside sources such as the EU and development banks.
