This briefing paper discusses the claim that diverting grain from animal feed and industry to human consumption protects the poor from cereal price spikes. It suggests that research shows that grain diversion may not necessarily ease the impact of price spikes on the poorest people. Nonetheless, it may have some impact in certain countries, particularly if complemented by other measures.
