This publication argues that neither side in the Syrian civil war can win outright, a compromise is therefore necessary if further years of conflict are to be avoided. However, it also claims that military progress by the Assad regime, the likelihood of US and/or European aid to the rebels, and Russia's position all complicate the possibility of negotiations. Indeed, he suggests the Iranian election result may be the only positive element in a deteriorating regional security environment, especially as it could lead to an opportunity to address the Saudi-Iranian rivalry.
