This brief looks at the reasons behind, and implications of, the cereals price spike of 2007–2008. The authors argue that largest impacts of the price spike were concentrated in low-income countries, yet were less severe than feared, thanks to rising rural wages in some countries. They conclude that developing countries should strengthen social protection and international development action, and should continue the increased focus on stimulating agricultural development.
