This brief looks at the results of the Elcano Global Presence Index for 2012, examines what the global status of the European Union would be if it were a state, and analyzes the influence of EU member states within the union. It argues that the Index shows that the presence of Western countries is generally decreasing compared to that of others global powers. However, the authors suggest that this trend could be altered if the EU were to take a qualitative step toward becoming a political federation.
