This brief provides a detailed discussion of international security sector reform. The authors examine issues related to security sector reform from a development perspective and discuss such topics as reforms in new democracies, programs for the demobilization and reintegration of former combatants, and disarmament activities as a part of conflict prevention programs. The brief explains how security sector reform may contribute to an optimization of social, economic, political, and human development in transition countries.
