This report by UN Secretary-General Kofi Annan to the General Assembly provides recommendations for a global counterterrorism strategy. It outlines how nations can build up their political, legislative, financial, and human rights institutions to combat terrorism effectively, and examines how existing UN agencies can offer technical help. Further recommendations include dissuading people from resorting to terrorism or supporting it; denying terrorists the means to carry out attacks; deterring states from supporting terrorism; developing state capacity to defeat terrorism; and defending human rights.
