This commentary looks at the issue of backloading allowances in the Emission Trading System of the European Union. Although the European Parliament has approved the European Commission’s proposal for this issue, it remains highly controversial. The author examines the structural reforms and changes needed for a successful compromise, and Poland’s active role in the debate.
