Publication

This paper reviews and analyzes defense conversion in Ukraine across the following areas: reallocation of financial resources; reorientation of military research and development; defense industry restructuring; demobilization and reintegration of personnel employed by the armed forces; reallocation of military bases and installations; and alternative use and scrapping of surplus weapons. The study concludes with an overview of the synergies between the issue areas.
