This paper examines the global modernization and upgrade market, with a particular focus on UK surplus weapons. After discussing definitional and methodological problems, the authors offer a speculative look at the main global players in the upgrade market, both on the supply and the demand side. The paper also provides a case study on the activities of the UK Disposal Sales Agency and the associated upgrade work for UK defense companies.
