This report collects the proceedings and papers of a March 2004 BICC workshop on trans-boundary water management. The papers presented compare and contrast the situation of the Euphrates-Tigris basin to that of the various international river basins in Southern Africa. The authors draw lessons from experiences in both regions with regard to the various economic, socio-political, and strategic factors which may affect cooperation, and analyze the conditions conducive to cooperation, confidence-building, and dispute resolution.
