This paper aims to identify whether the problems posed by the environmental degradation of the Caspian Sea could be solved through international and regional cooperation. The author argues that such cooperation could act as a confidence-building measure among the states with direct access to the Caspian Sea (Russia, Azerbaijan, Iran, Turkmenistan, and Kazakhstan). The paper discusses security threats to the region as a whole, compares the different positions and policies of the major actors, and evaluates existing cooperation schemes.
