This paper looks at difficulties in Polish–Belarusian relations following discussions over a possible agreement on small border traffic (SBT) between the two countries. It argues that, despite the possibility of new opportunities for regional cooperation and border trade, the Belarusian authorities object to the agreement on the basis that it as a form of pressure from Warsaw. The paper focuses on Polish efforts to influence a change in the Belarusian position and makes suggestions on how such a change could be achieved.
