This paper discusses the effects of bilateral trade on international environmental problem solving. The authors seek to move beyond the existing analyses of the effects of trade openness on national or international environmental policies, by developing and testing more specific hypotheses on the effects of bilateral trade on international policy-outcomes. The paper finds that trade ties do not contribute significantly to reducing transboundary water pollution.
