This article studies the performance of international water management practices at Lake Titicaca in order to assess the empirical applicability of a new concept for measuring policy performance. In examining the joint management of Lake Titicaca by Bolivia and Peru the authors identify the various practical difficulties in applying and testing such a concept. The conducted research results however still allow the authors to conclude that the tested concept is superior to other policy performance assessment measures developed to date.
