Based on a series of interviews carried out in 2013, this paper examines how the issue of foreign funding is perceived by donors and local stakeholders in Libya. It focuses on how local attitudes have changed in the post-Gaddafi era and looks at the impact of domestic and external donors within the country. The author argues that, having been subjected to propaganda about foreign ‘conspiracies’ for decades, Libyan society is slowly adapting to the idea of development assistance from abroad as a friendly means to help the country’s democratic transition and build up the capacities of the NGO sector.
