This paper describes and compares the land use planning systems of Scotland, Northern Ireland, Wales, and England. It particularly focuses on the extent to which the changes that have been introduced in the system in England have been replicated in the other three countries. The authors also describe the future changes planned for each country. They suggest that each of the countries has a planning system that is "plan-led", although in Northern Ireland this system is not yet fully implemented.
