This paper provides an assessment of the human rights situation in Azerbaijan. According to the author, the country's protection of human rights appears to be getting worse as the country prepares for the presidential election in October 2013. Its failure to ensure freedom of speech and the imprisonment of government critics have caused increasing controversy, leading some to say that Azerbaijan is now a test case for the effectiveness of the OSCE and the Council of Europe as guarantors of democracy and human rights.
