This paper explores how uncoordinated European defense spending is hollowing out the continent’s militaries. In particular, it provides a quantitative assessment of just how much duplication, and therefore waste, there is in the procurement and fielding of weapon systems. To illustrate just how bad the problem is, the paper concludes by comparing its results with corresponding data from the United States. Once compared, the duplication ratio in European programs is apparently three times higher than in the multi-service US military.
