This working paper examines the disconnect between policy making and the practical application of transitional justice. It does this by looking at a number of countries that are seemingly resistant to transitional justice. The authors suggest that such resistance does not necessarily mean that there is a rejection of transitional justice in a given country. Rather, it informs us about the presence of divergent approaches to peace and justice within the country. They also suggest that listening to the voices of those who resist could help lead to sustainable peace.
