This working paper provides information on a conceptual framework for analyzing the strategies, conditions, and options for supporting refugees in areas directly neighboring countries in conflict. In particular, the author examines the relation between security - or better the "securitization of refugees" - and the process of local integration and development. The paper identifies the confinement and lack of freedom of movement of refugees as the major obstacle to achieving successful local or regional integration. Based on his findings, the author makes recommendations for appropriate future measures.
