This testimony offers insights into the long-term future of al-Qaeda. In his remarks, the author raises three main points: 1) the peak of organized jihadi terrorism in the West has passed; 2) the jihadi movement writ large is still thriving; 3) a 'second wave' of serious plots in the West is to be expected in the next 4-6 years.
