This transcript of a question and answer session with Siegfried Hecker focuses on North Korea's nuclear policy. According to Hecker, Pyongyang's announcement that it will restart all its nuclear facilities does not immediately alter the threat posed by the country, but it does complicate the issue over the long-term. He also suggests that although he does not believe North Korea has the capacity to launch a nuclear attack on the US, the situation remains uneasy, partly because of the potential for miscalculation by Kim Jong Un.
