This commentary looks at the role of the European Commission in EU economic governance. It argues that the Commission’s ability to exercise its powers largely depends on the member states. However, as governments of member states are sensitive to popularity at the national level, the authors also argue that efforts for a genuine Economic and Monetary Union must concentrate on narrowing the gap between EU and national politics by enhancing dialogue with national parliaments.
