This paper reviews chemical weapons disarmament in light of the allegations of Syria’s use of such weapons in 2013. It identifies the key challenges for the Review Conference, associated with the rapid growth of the chemical industry worldwide, and proposes a way forward in finding a 'golden mean' to ensure the implementation of the Chemical Weapons Convention without hampering the peaceful uses of chemicals.
