This paper highlights the urgency to expand and improve US workforce training programs in order to secure its long-term competitiveness and prosperity in the dynamic global economy. According to the author, the government should begin by: establishing a broad and integrative vision across workforce, post-secondary, adult education, and social-services programs; developing performance measures that align across multiple systems; and rewarding providers for helping disadvantaged clients hit milestones toward self-sufficiency.
