This paper discusses the dangers inherent in dual-use biological research. Using the case study of the H5N1 avian influenza, the author explores how such research could be used for harm by bio-terrorists. According to the author, the H5N1 debate is instructive because many of that work’s contentious factors will persist: scientific and medical experts will assign different weights to the risks and benefits of the research; security communities will likely reach different conclusions than the majority of scientists; and safety concerns will increase.
