This bulletin takes Vietnam President Truong Tan Sang’s visit to the United States in July 2013 as well as other developments as indicative that relations between the two countries are improving. He argues that the visit shows a willingness from both Vietnam and the United States to set aside the past and look forward to a future relationship built solely upon shared interests and common concerns, free from the influence of third parties.
