According to this commentary, the EU-wide youth unemployment rate is unlikely to improve in 2013. It argues that the problem is not unemployment as such, but rather a lack of industrialization of the EU economy. It suggests that the main goal for EU decision-makers should be to assure stable growth by strengthening industrial production.
