This paper looks at the large-scale movement of refugees and internally displaced persons that is occurring across the Middle East and North Africa (MENA) region, partially because of the Arab uprisings. Given the potentially negative and familiar consequences of these forced migrations, the paper concludes that EU and other external actors should provide humanitarian assistance that is designed to address the root causes of regional displacement and the political/security consequences of refugee flows.
