This book analyzes emerging threats to international peace and security. The report does not address established military threats such as inter-state war or non-military threats such as poverty, infectious diseases, environmental degradation, climate change, natural disasters, or transnational organized crime, even though such clusters of threats are increasingly interrelated. Instead, it touches upon developments relating to the future potential of using force to protect human rights in the context of internal conflicts. The authors explain how such internal conflicts have a bearing on the potential for the use of force against emerging threats. The paper examines the global potential for the possible use of force for scenarios that may include or exclude official UN Security Council authorization.
