This brief addresses how policymakers can deal with a future where cities will have to provide a wide range of services and opportunities for billions of people within a context of constrained natural resources and a more volatile climate. It argues that to cope with this future, foreign and security policy establishments must become more aware of mass urbanization issues and create processes that can integrate cities into global governance structures.
