This paper assesses and identifies practical solutions for enlisting the private sector in bolstering US homeland security. The authors find that the US government has had a naïve view of what the market is able to do when left largely on its own to protect critical infrastructure. They call upon the White House and Congress to provide meaningful incentives and actively encourage the private sector to participate in these issues. They conclude the paper with a set of concrete policy recommendations.
