According to this brief, Iran's recently elected president, Hassan Rouhani, may be a self-professed ‘progressive’ but the fundamentals of Iranian politics have not changed – Ayatollah Ali Khamenei is the ultimate decision-maker and political factionalism, with all the constraints it implies, remains rife. These truths mean that Rouhani's election will bring in a change in style and negotiating tactics but it will not alter Iran's most fundamental demands – i.e., external recognition of its right to enrich uranium and meaningful sanctions relief.
