This paper argues that the future of the Association Agreement between Ukraine and the EU is to some extent dependent on the wealthy circle of businessmen who influence government decisions. The agreement requires substantial market liberalization, which could meet resistance from these businessmen. The authors therefore argue that it is important for Poland and other EU member states to demonstrate the potential benefits of the agreement to these businessmen.
