This brief first describes the reasons for human smuggling and the conventional law enforcement and border management responses they've elicited. Given that these responses have obviously been ineffective and inadequate, the brief then goes on to provide a number of recommendations that would improve victim identification, promote greater awareness of the issue, and protect those who are most vulnerable.
