This paper examines three requirements necessary for preventing genocide: detailed intelligence, preventive measures, and political will. The authors argue that these requirements were lacking in the period leading up to the 1994 Rwandan genocide. The paper suggests alternative policies and actions that, in hindsight, should have been followed to further develop these capabilities. The authors urge the international community to learn the lessons from Rwanda, and step up efforts to predict and prevent genocide in the future.
