This article analyzes the implications of UN Interventions in Libya and the Côte d’Ivoire and the deadlock situation in Syria for the Responsibility to Protect (R2P) norm. The authors argue that there is presently a 'risk of relevance' facing the norm and recommend measures to strengthen preventive capacities, maximize the protection afforded to civilians, and secure the norm’s future relevance.
