This note summarizes the key points from a seminar on challenges to humanitarian action in complex emergency situations. The participants also examined the increasing involvement of nontraditional humanitarian actors and the notions of neutrality and independence of humanitarian organizations in these situations. The note concludes that the biggest challenge to humanitarian action today lies in the increasing complexity of conflict settings and the proliferation of actors involved in them.
