This paper talks about internet governance. Specifically, it focuses on how Internet governance can be refined and updated given a persistent increase in state interest in the issue, geopolitical rivalry, its level of complexity and decentralization, as well as high levels of civil society engagement. The paper concludes by articulating the need for a high-level strategic vision for Internet governance that is consistent with democratic values and human rights.
