This paper analyzes the framework and mechanisms of the EU's Eastern Partnership (EaP) initiative. It discusses the intentions behind the initiative and concludes that it is predominantly a bureaucratic instrument with limited political significance. The authors therefore advocate selected priorities and incremental implementation of actions within the EaP to overcome bureaucratic overload and the creation of an investment fund to enhance economic co-operation between EaP countries.
