This brief examines China's relations with the US and its strategy of interacting with great powers. It suggests that China's stated aim to pursue an "independent foreign policy" in this strategy essentially means it primarily concerned with its own issues. Therefore, the author suggests that China's response to the US on how Hong Kong handled the Snowden case in accordance with the rule of law is not a sign of fragility in relations between the two, but one that China is adjusting to the global international system led by the US.
