This brief contradicts the speculations that increases in Japan's defense budget could drive further increases in spending. The author mentions the 1 percent defense budget gap which acts as powerful bulwark against militarization and fiscal slippage and Japan's unbalanced defense costs. He warns, however, that constitutional revision could reshape Japan's national defense architecture.
